11 Mega Millionaires Back in the 'Dungeon'.  Eleven Housing Authority workers, nine women and two men, claimed their $108 million Mega Millions prize on Wednesday after the numbers 2, 5, 11, 18, 45 and Mega Ball 22 came up.  The ecstatic handful of New York's newly minted millionaires hunkered down and went back to work yesterday, even though they'd just turned into the richest city workers in history.  More:

Powerball Could be the Largest Cash Prize Ever Offered by PA Lottery.  Although Pennsylvania joined Powerball just three short months ago, the multi-state lottery potentially could surpass the largest cash prize ever paid by any other Pennsylvania Lottery game.
Pasadena, TX welder steps up to claim lottery winnings.  A Pasadena-area [Texas] welder's pockets are much fuller these days, thanks to a Sunday morning jaunt to Mary Food Store for groceries on Aug. 10, when he purchased the winning ticket for $16 million in Lotto Texas.
Lottery among issues delayed by bickering.  A month and a half after North Carolina House Speaker Jim Black postponed a vote on a proposal to put a lottery to a statewide referendum this fall, the matter has yet to come to a vote.
VA woman wins $175,000 playing Mega Millions.  Connie Rose of Amherst, Virginia said she couldn't believe it when she looked at her Mega Millions ticket on Saturday morning and found it was worth $175,000.
Unclaimed $150,000 Big Game ticket set to expire.  A ticket purchased at 7-Eleven, 8901 Godwin Drive in Manassas, Virginia for the March 8, 2002 Big Game drawing is set to expire at 5:00 PM on Tuesday, September 3, 2002.
Woman loses job but wins lottery.  Sorrow and uncertainty turned to jubilation for a 49-year-old woman in eastern Norway this week, as she hit the jackpot just days after being laid off from her job at a toothbrush factory.

 – Lower Manhattan Newsstand Sells Mega Millions Jackpot-Winning Ticket Worth at Least $105 Million.  New York Lottery Director Margaret R. DeFrancisco announced that one jackpot-winning ticket for Tuesday night's Mega Millions drawing was sold at Kanaiya, Inc., a newsstand located at 250 Broadway in lower Manhattan.
Massachusetts Lottery Rife with Problems -Auditor.  Big-ticket winners in the Massachusetts lottery -- a $4 billion-a-year gaming operation -- are collecting prize money, but paying little or no taxes on the proceeds, the state's auditor said on Wednesday.  More: Audit says state Lottery is plagued with problems.
Alabama Governor reveals lottery details.  Gov. Don Siegelman Tuesday revealed details of his renewed proposal for a statewide lottery, promising that the multimillion-dollar operation would be subject to Alabama laws on bids, open records and open meetings.
Tennessee lottery foes ready for referendum.  Opponents of a lottery in Tennessee hope to raise at least $1.5 million in a campaign that, if successful, would keep the state among only three in the nation without any form of legalized gambling.
Gambling bug bites needy states.  A growing number of states are turning to gambling to ease staggering budget deficits and to spur other economic activity and jobs.

 – Workers' winning combination.  Seven A.O. Reed & Co. employees – and the father and sister of one of them – held the winning numbers for the $122 million California State Lottery jackpot Saturday night.  More: The luck of the draw.
Television ad tries to sway opinions on lottery vote.  A pro-lottery group has started airing a television ad designed to encourage support for a referendum on a numbers game for education in North Carolina.  More: Ad 'Thanks' N.C. Residents for Buying S.C. Lottery Tickets.
Religious leader opposes Tenn. lottery.  "There are reasons of morality that I'm against a lottery, but the world doesn't understand morality so we've got to fight this on other grounds," said the Rev. Joe Wright, director of missions for the Dyer Baptist Association.
 – Jackpot Winner!  There was one $105 million jackpot winner from New York in the Tuesday drawing.  This is the first time a player from New York has won the Mega Millions jackpot since the state joined the game in May.  More details to follow after the winner comes forward to claim their prize.

Brisbane's Super Lotto winner comes forward.  Cindy Blair, who emerged publicly yesterday as one of four winning ticket holders in Saturday's $122 million California Super Lotto drawing, has already given her bosses two weeks notice.  More: Brisbane Lotto winner all giggles.
Winning Lotto Ticket Sold In San Marcos.  A ticket bought in San Marcos was one of four winning tickets in the California SuperLotto Plus drawing for a jackpot of $122 million.
Michigan Lottery Club Claims $175,000 Mega Millions Prize.  The 13 members of the "Goons Lottery Club" of Marquette, Michigan are now walking around with a little more spending money after winning the second-tier Mega Millions prize.

AZ lottery again faces voter OK.  For the second time in four years, voters are being asked to decide the fate of the Arizona Lottery.
Tennessee's lottery referendum will appear on Nov. 5 ballot.  Tennessee's lottery referendum will appear at the top of election ballots Nov. 5, just below the governor's race and above the lists of candidates for U.S. Senate and other offices.  To pass, the lottery must be approved by a total that equals at least 50 percent of the votes cast in the governor’s race plus one.  That means, for example, if 1.5 million voted for governor, the lottery would need 750,001 votes to pass.
Get-rich scam didn't fool N.Y. man.  After receiving a letter stating that he had won $415,810 in a Spanish lottery, a New York resident became suspicious ... and his own investigation confirmed those suspicions.

Illinois Lottery to Pay Out on Two Pick 3 Midday Numbers.  The Illinois Lottery will pay out on two different numbers for the August 22, 2002 Midday Pick 3 drawing.  The official and final Pick 3 numbers drawn were "0-2-7."  However, it appeared on television that the number "3" was going to be the last pick three number before it dropped back down into the mixing chamber. Thus, the Lottery decided that it would pay out on both 0-2-7 and 0-2-3.
Calif. SuperLotto Plus Jackpot Hits $115 Million.  California lottery officials announced the estimated SuperLotto Plus jackpot for Saturday night's draw at $115 million, which would make it the fourth largest jackpot in state history.
New UK lottery launched.  Liverpool-based Vernons has launched a new game for fed-up lottery players.
Andrew N.S. Glazer: Picking a guide can be a gamble.  Just because there is no shortage of gambling books doesn't mean there are hundreds of good ones.
N.Y. lottery spending up 16 percent.  New Yorkers have spent $2.03 billion so far this fiscal year on state lottery games, with the lion's share -- $127 million -- going to the multistate Mega Millions, according to the state Lottery Division.

 – Player seeks to restrain S.C. lottery.  A Columbia woman filed a request Tuesday for a restraining order with the state Supreme Court in an attempt to stop the South Carolina Education Lottery from phasing out instant ticket games.
Deadline approaches for $2 million lottery winner.  People in eastern New Brunswick, Canada have been ransacking their homes looking for old lottery tickets, hoping to find one they bought a year ago and forgot about.
Lottery happiness survey.  Winning the National Lottery is far from a guarantee of happiness, according to a survey of millionaire winners published today.
Poll: Arkansans Favor State Lottery.  A poll of likely Arkansas voters shows a narrow majority favors a state lottery.

 – Wash. to roll out Mega Millions early.  The Washington State Lottery, hoping to generate "mega millions" to help ease the state's budget woes, will roll out its new multistate lottery game soon after Labor Day, four weeks ahead of schedule.  More: Foray into giant lottery comes ahead of schedule.
Texas officials looking to reinvigorate lottery.  A decade ago, Texans were so excited about the state's brand new lottery that they bought enough tickets in the first three hours to pay for the games' startup.  Now, with the novelty wearing off, lottery officials are faced with the challenge of keeping players' interest.
Easley: Credit downgrade shows need for lottery.  North Carolina Gov. Mike Easley said Tuesday that a downgrade of the state's credit rating should serve as a message to legislators to approve a lottery or find another source of additional revenue.
N.C. Lawmakers Receive Petitions Supporting Statewide Lottery.  Supporters of a referendum on a North Carolina educational lottery have refocused their campaign on the two or three House members whose votes are needed for the measure to pass.  Thanks to James in Carolina for the tip

Mass. lottery official suspended.  The Massachusetts State Lottery placed regional manager Luis Garcia on paid leave after he allegedly threatening to revoke a bar's Keno license during a late-night argument with a bartender.
KY Lottery revenue may get smaller.  If Tennessee voters approve a lottery in November it could mean an annual loss of as much as $63.9 million in Kentucky Lottery ticket sales – about 10 percent.
Des Plaines, Illinois Lottery Players Have More Fun.  Ross Cardella and Dominic DePalma, both of Des Plaines, Illinois, won $175,000 and $150,000 respectively, playing Mega Millions and The Big Game.

 – Mega Millions a big winner in N.Y..  The multistate Mega Millions lottery game has been mega-successful, as New Yorkers have paid out more than $127 million in hopes of winning big bucks since May 17.
Millionaire says he funded pro-lottery ad to back education.  A Nashville computer software executive spent $30,000 of his own money on a political TV commercial that parodies an old Saturday Night Live routine to lampoon lottery foes.
Ohio lottery bets on $20 instant tickets.  The Ohio Lottery plans to roll out a $20 instant scratch-off game — the most expensive in state lottery history — for the holidays.
Winning lottery ticket lands man in jail.  A winning lottery ticket allowed police to link Jermaine Spears, 19, of Columbia with an armed robbery at a convenience store early Wednesday, when two men, one of them armed with a handgun, entered the shop and demanded cash.
Casinos set to topple the UK Lottery.  November will mark the eighth birthday of the UK National Lottery, and after the initial flurry of excitement there are signs that the love affair is cooling.
N.M. Lottery boasts $30 million for education.  The New Mexico Lottery announced its sixth straight year of record ticket sales and said it had generated nearly $30 million in profits earmarked for college scholarships.

Lottery's terminals knocked out.  The Ohio Lottery wants SBC Ameritech to reimburse it for a phone problem that knocked out more than 1,200 sales terminals on the eve of last month's $165 million Mega Millions drawing.
DDB protests $125 million Calif. lottery account award.  Omnicom Group's DDB Worldwide, Los Angeles, has officially protested the California State Lottery commission's decision to award its ad contract to Interpublic Group of Cos.' Foote, Cone & Belding Worldwide, San Francisco.
N.D. Secretary of State's Office Reviewing Lottery Petitions.  The North Dakota secretary of state's office is reviewing the lottery petitions to make sure the signatures are in order.  Thus far, about 2,400 signatures have been rejected.

 – Addition of Powerball affects Penn. stores.  Across the state, Powerball and Powerplay - an extra game attached to Powerball - sales are averaging $4.8 million per drawing, according to Sally Danyluk, public relations director for the Pennsylvania Lottery.
An 'international lottery' that'll take you for a ride.  Beware of sudden prize notifications: As much as you may want to believe you've hit the jackpot, you haven't.
Retired Baltimore County Man Wins $175,000 Mega Millions Ticket on "Math-a-betical Equation".  The latest Maryland $175,000 second-tier winner from Tuesday's Mega Millions drawing uses a system of incorporating the first letters of family members' names with their alphabet position to determine the numbers he plays.
Michigan man claims $175,000 Mega Millions prize.  Lee Walton of Detroit was surprised to learn he had won a $175,000 Mega Millions prize after matching the first five numbers in the August 9 drawing.

 – UN Considers International Lottery.  World lottery chiefs met for the first time to discuss launching an international lottery that would benefit the cash-strapped United Nations and could have a first prize that makes payments from even the so-called "mega" lotteries look like small change.

 – Four fight settlement in global lottery scam .  A Canadian who made at least $50 million in an international lottery scam that targeted older people would have to repay only $6 million if a Madison County judge approves a settlement this week.  A man and three women - all conned by James Blair Down - are protesting the settlement because they don't think it's big enough.
Some Students Get Lottery-Money Shock.  Students registering for classes this week at South Carolina technical colleges are seeing the benefit of state lottery funds for the first time.

New Type of Lottery May Solve Social Security Dilemma.  Marc M. Groz, author of Forbes® Guide to the Markets and a leading authority on Wall Street, is proposing a fresh approach to lotteries that would strengthen the safety net, help to bridge projected deficits, and facilitate the creation of individual social security accounts.
Lottery to join in search for kids.  Taking a cue from the highway signs used to help find two abducted California teenagers, the Florida Department of Law Enforcement is looking to print similar messages on lottery tickets.
Lottery to go to November ballot.  Supporters of a North Dakota lottery said Wednesday they had narrowly succeeded in gathering enough petition signatures to put the idea on the November ballot.

 – Pro, con square off on Ark. education lottery.  The former head of the Little Rock School Board stood on stage at a Baptist church Tuesday and urged development of an Arkansas state lottery, with proceeds flowing only to education.
Man jailed in Lauderdale lottery-ticket scam.  A Florida man was charged with grand theft after he tried to con a woman out of $5,000 in a lottery ticket scam, police said on Wednesday.
GTECH chief executive resigns.  Howard Cohen, GTECH Holdings Corp.'s chief executive, president and director, has resigned, the company announced Wednesday.  The online lottery products and services supplier said Cohen, 55, will be replaced by chairman Bruce Turner, 42, as president and chief executive.

 – Charleston lawmaker questions lottery spending plan.  A Charleston, South Carolina legislator says it was wrong to give $3 million in lottery funds to five private universities.
Police Bust Alleged Tri-State Bookies.  Five men who police believe were running an illegal numbers racket based on the Ohio Lottery were arrested over the weekend.
Lottery, education top OK gubernatorial candidate's campaign agenda.  Brad Henry, a Oklahoma state senator from Shawnee, said the lottery idea sets him apart from fellow Democrat Vince Orza, considered a Democratic front runner for the Oklahoma governorship.
UK Lottery chief takes £500,000 pay cut.  Dianne Thompson, chief executive of UK National Lottery operator Camelot, took a £532,000 pay cut last year following a three per cent drop in sales.
21 Maryland Co-Workers Will Split $175,000 Mega Millions Prize.  A group of 21 co-workers and friends at the Eddie's Supermarket in Roland Park, Maryland won a $175,000 Mega Millions prize.

Uthingo may sue 'National Robbery' site.  A website using the slogan "Welcome to SA's National Robbery" to call for a boycott of the South Africa National Lottery because of concerns over donations from its proceeds, has been threatened with legal action by Uthingo.
Tight Times for States Improve Gambling's Odds.  Faced with massive, unexpected debts, many states are taking a fresh look at gambling as a possible cure to their fiscal woes, triggering what could become the first broad expansion of casinos and slot machines in a decade.

 – Quebec lottery facing $700M lawsuit.  A Quebec city lawyer, who is a recovering gambling addict, plans to file a class-action lawsuit worth nearly $700 million against Loto-Québec.
'Hollywood' takes different approach to winning lottery.  It sounds like an old joke: How do you win $10 million in the lottery?  Answer: Start with a $28 million winning ticket.
Firms fight for GA Lottery contract.  A handful of firms will compete for the Georgia Lottery's multi-million-dollar services contract when it comes up for bids next year.
Kyle beats the odds, stays on as VA lottery director.  Democratic Gov. Mark R. Warner said Friday he will keep Penelope W. Kyle as director of the Virginia state lottery, a position she has held since 1994 under two Republican governors.
Tenn. lottery passage faces several legal hurdles.  When Tennesseans go to the polls on Nov. 5 to vote on the lottery question, they will be participating in a referendum that has been nearly two decades in the making.
Court re-instates woman's suit against CO Lottery.  The Colorado Court of Appeals on Thursday reinstated a lawsuit by a woman who accused the state lottery of selling scratch tickets even after top prizes are awarded.

Look to the Stars for Lottery Luck?.  People hoping to win a lottery jackpot would be well advised to consult a zodiac chart before forking out for a ticket, if a survey released on Thursday by Japan's Mizuho Bank is to be believed.
Lottery supporters have a lot of work, very little time.  With dozens of blank petitions still undistributed, North Dakota lottery initiative sponsor Andrew Maragos of Minot said Wednesday there is a mountain of a challenge ahead if he wants to get the necessary 25,688 signatures by next week.

3 Firefighters Identified In Lottery Ticket Theft Case.  Three Detroit firefighters could face criminal charges in connection with lottery tickets and alcohol stolen from a local party store.
N.D. lottery supporters scrambling to get signatures.  Leaders and supporters of the petition drive to put a North Dakota lottery on the November ballot are scrambling to get the required 25,688 signatures by the Aug. 7 deadline.
