Virginia will be changing its lotto on September 17 in order to increase the size of its jackpot. Although it is keeping up with other lotteries that are undergoing similar restructuring, it's hard to believe the small prize for picking 5 out of 6 numbers -- about $1,500. (Compare this with The Big Game, which awards $150,000 for the same prize level.)

A former Texas insurance commissioner who went to prison in the 1970s for a pension fund scam that rocked state government stepped forward Monday to claim the $60 million Texas Lottery jackpot.The China Lottery is doing pretty well.
