 Town becomes a lottery millionaires' row.  Ilford has been named the luckiest place in Britain for National Lottery jackpot winners.  The Essex town has seen 22 winning tickets - or one for every 9,429 eligible players.
 Meet N.J.'s top dealer in dreams.  Todd's News Agency is a small, modest store that remains the top seller of lottery tickets among New Jersey's 6,000 licensed dealers.
 Woman plans to use lottery winners to send grandchildren to college.  A retired beautician whose husband was killed in the Vietnam War plans to use the more than $800,000 she won in the Kansas Cash lottery game to send some of her eight grandchildren to college.

 7:20 am - Statisticians contradict and confuse.  Over the past few days, several news stories have appeared in the mainstream press hoping to paint a picture of the average lottery player.  The problem is that they can't seem to get their stories straight.  We think the recent hightened attention by the press at its misguided attempt to classify who plays lottery games is merely a ploy to push political and idealogical agendas.  The editorial board chooses the story that fits their idealogical view, and you basically get social commentary, not news.  The fact is that people from every stripe of life play lottery games, as well as participate in other gambling activities, and we don't welcome the pollsters to the game.  Editor now steps off soapbox.  Here is a sampling of recent contradictory news stories to back our claims:
 UK National Lottery sales dive.  Camelot reports the worst ticket sales ever, despite £72m revamp and promise of yet more ways of trying to win.  More:
 Tenn. Attorney General suggests caution on lottery.  Tennessee Attorney General Paul Summers and other top state officials advised a panel of legislators yesterday to proceed with caution in setting up the state lottery, to ensure its fiscal soundness and keep it free from corruption.
 NJ Cash 5 winners got shorted $13.  A technical glitch Monday caused Lottery machines to incorrectly pay out $13 instead of $26 to some of the 2,400 players who had picked three of five numbers in Sunday's Jersey Cash 5 game, lottery officials said.

 Oregon gov. tells lottery to "get house in order".  The weeks of controversy at the Oregon State Lottery may be coming to an end with a shake up of top officials.  The governor may consider changes at the agency that makes millionaires out of ordinary people.
 Virginia couple wins big lottery prize -- again.  After they won a $10 million Virginia Lotto jackpot eleven years ago, Clyde and Edith Shinault last week scratched a winning ticket for $1,000 a week for life.
 Internet gambling industry wins key ruling.  Internet gambling supporters won a major legal victory Thursday when a federal appeals court in Louisiana ruled that online gamblers failed to prove that online casinos and the credit card companies they used to process their wagers violated federal racketeering laws and the federal Wire Act.

 6:10 am - Lottery lessons: Visits to Georgia show what issues may lie ahead for Tennessee.  Nearly 58% of Tennessee voters approved a constitutional amendment this month that allows the state to start a lottery to support essentially the same types of programs Georgia has: college scholarships, early-learning and after-school programs, and K-12 construction and technology projects.
 Carpenter wins $27 million jackpot.  A carpenter who lives in rural Wyoming County in western New York waited two months before redeeming his winning ticket for a $27 million lottery jackpot.
 PA Powerball sales hurting sales in WV.  Since Pennsylvania joined the Powerball jackpot this summer, ticket sales in West Virginia's border counties have dropped about 17 percent, lottery officials said, but other areas of the state saw increased ticket sales in October.
 Lottery flush with reserve money.  The Oregon lottery spending policies have been under question since their recent audit.  With all of the money that is obtained from lottery tickets, lawmakers are questioning why the money isn't getting into Oregon classrooms.

 Lottery winners: Ohio store sells two winners within a week.  A store in Mt. Sterling, Ohio, which has seen big lottery winners before, has had two more -- within a few days of each other.
 VA woman loses life savings in lottery scam.  A 90-year-old New Kent County, Virginia woman was among at least six Americans who lost their life savings in a lottery scam originating from Canada.
 Firm buys lottery operation.  Scientific Games Corp. Tuesday agreed to acquire MDI Entertainment Inc. for $18.5 million.
 Man missed £2m lottery win "because his wages were late".  A German man tried to sue his boss for paying him late which he claims cost him a £2 million lottery jackpot.
 £9.7m lottery winner fined for fare dodging.  A 19-year-old UK lottery winner who scooped £9.7 million earlier this month, said he could not afford tickets worth £5.10 for two journeys he took in July as he was unemployed at the time.
 Gift with this subscription: $10.5M.  A 36-year-old East Greenbush, New York bachelor won half of a $21 million jackpot on Nov. 2, using the numbers played for him automatically through a six-month lottery subscription.

 7:15 am - New York Mega Millions Winner.  Lottery officials said the winning ticket from Tuesday night's drawing - worth $16 million - was sold in Middle Village, New York.
 Officials start planning N.D. entry into Powerball.  In an attempt to speed North Dakota's entry into the Powerball lottery, a group of seven lawmakers will be appointed to work with Attorney General Wayne Stenehjem on legal and regulatory questions, a House leader said.
 Penn. man collects Powerball jackpot.  He neither sought the publicity nor needed the money, but there he was, 74-year-old Hatfield, PA resident Edward Varley, thrust into the limelight Tuesday accepting an oversized novelty check at the Hatfield Texaco for $30,786,773.73 after he beat the odds and won in Pennsylvania's largest and first-ever Powerball lottery payout.

 Arizona lottery probe.  The Arizona Department of Public Safety is investigating "irregularities" in how contestants were chosen to participate in a multistate televised lottery game show that the Arizona Lottery has since withdrawn from, officials say.
 GTECH wins Georgia lottery contract.  GTECH Holdings Corp. has won a multiyear contract to provide equipment for the Georgia state lottery.

 6:15 am - Tennessee gears up for life with lottery.  A new lottery task force has until early February to advise the General Assembly, but they'll pursue their research with at least one assumption: private business will run the Tennessee Lottery, with state government's main job to be cashing the checks.  More: Neighbor states mull Tennessee lottery.
 MI Lottery sales aren't leaping.  After the first six weeks of Sunday Lottery drawings and an unusual new game, Michigan Lottery ticket sales remain nearly flat, bureau figures show.

 Officer arrests four in lottery scheme.  Police on Thursday arrested four people they said nearly swindled an elderly couple out of their life savings in a con similar to the much-publicized Latin Lotto scam.
 Ex-millionaire going to prison.  A 1987 Pennsylvania lottery winner was sentenced to 10 to 59 months in the county prison yesterday after pleading guilty to setting fire to his home.
 Dude, You Don't Have The Winning Ticket.  A man who falsely claimed he had won a $93 million Mega Millions lottery jackpot used the same story to persuade a bail bonding company to get him out of jail, authorities said.

 6:35 am - Virgin Islands joins Powerball.  Austin Andrews, V.I. Lottery executive director, said at a public hearing Wednesday morning that the Multi-State Lottery Association (MUSL), which oversees Powerball, approved the territory's participation late Tuesday afternoon, and the tickets will go on sale today.
 Tennessee Baptists to urge lawmakers to oppose lottery.  With a loud chorus of "Amens," Tennessee's largest religious denomination served notice Wednesday that it will keep fighting a proposed state lottery.
 Gambling panel meets for first time.  A commission charged with studying the impact of expanding gambling in Massachusetts met for the first time yesterday, just six weeks before it is due to report its findings to the Legislature.

 6:35 am - Purported Mega Millions winner arrested on separate fraud charges.  Lottery officials introduced the winners of the $93 millions Mega Millions jackpot Tuesday, after a day of confusion involving a false claim and the arrest of the purported winner on unrelated fraud charges.  More:
 Task force will seek best way to use proceeds from lottery.  A week after Tennessee voters overwhelmingly approved a state lottery referendum, state Sen. Steve Cohen yesterday named 16 education leaders to a task force that will study other states' lotteries.  More: Cohen announces lottery advisory task force.
 Secretary of State Questions Lottery Employee Spending.  Secretary of State Bill Bradbury is taking aim at the spending habits of the Oregon Lottery.  He says an audit shows the Lottery is spending too much on travel, parties and employee rewards.
 Ohio Lottery to offer gift cards in holiday season pilot program.  The Ohio Lottery has picked the holiday season for a pilot program offering gift cards that can be used to play several lottery games.

 Lottery cash to cross line.  Tennesseans waiting on Alabama money: Nestled in a valley off Interstate 65 North is the first Tennessee service station across the state line, and it's waiting for more Alabama money.
 State faces losses from new lottery.  Kentucky is facing a potential $76 million loss in annual lottery ticket sales as Tennessee establishes its own lottery.
 Minnesota could lose when North Dakota joins Powerball.  Minnesota businesses near the North Dakota border that sell Powerball tickets and other lottery games administered by the Minnesota State Lottery may see their business drop if North Dakota joins a multistate lottery.
 Lottery does help education.  Many of us ask, "What happens to all of that lottery money?"

 Lottery Opponents Still Kicking.  Now that the Tennessee lottery referendum has passed, some who were adament about keeping it out of the state are now changing their tune.
 Several factors propelled lottery proposal at polls.  The strong vote in favor of a state lottery was a vote for new education funding, a pragmatic recognition of other states' money-making abilities or simply an emphatic jump at the opportunity to gamble, various experts and people involved in the debate said yesterday.

 Legalized gaming wins big at polls.  Voters chose to expand, retain or establish various forms of gambling in the five states with binding measures and candidates favoring slot machines at racetracks won gubernatorial races in Maryland and Pennsylvania.
